About Veronica Brooks

Veronica Brooks, originally from Albuquerque, New Mexico, resided in Jacksonville, Florida, before settling permanently in San Antonio, Texas, following her retirement from the Department of Defense. She earned an Associate of Arts in Political Science from Florida State College, a Bachelor’s degree in Business Administration, a dual Master’s degree in Business Administration Management and Human Resource Management, and a Doctorate in Humanities and Social Sciences.

In 1987, she served as a guardian ad litem and legal aid, representing the interests of children in cases of family abuse. Furthermore, she brings more than two decades of expertise in federal contracting law, having served as a contract specialist for the Department of Defense.

In the year 2000, she was appointed to a position within the Department of Defense. She held the position of Supervisory Contracting Officer at the Naval Air Facility in Atsugi, Japan. Additionally, she contributed to the Integrated Product Team as an Acquisition Contracting Specialist, managing contracts across various regions within the United States. She also held the position of Equal Employment Opportunity Representative within the Department of Defense for the Federal Government.

Her prior roles encompass serving at the Fleet Industrial Supply Command (FISC) Naval Regional Contracting Center in Manama, Bahrain, where she managed contracts critical to fulfilling Central Command (CENTCOM) objectives across the Middle East, Southwest Asia, East Africa, the Indian subcontinent, and Department of Defense (DoD) operations within the United States. She served as the Resident Officer in Charge of Construction (ROICC) and as part of the Integrated Product Team (IPT) at the Naval Air Station in Jacksonville, Florida. Additionally, she held the roles of Secretary for the Naval Air Depot in Jacksonville, Florida, and Office Automation Assistant for the Department of Defense Dependents Schools (DoDDS) at Zama American High School in Japan.

Veronica holds a Level III certification under the Defense Acquisition Workforce Improvement Act (DAWIA). A dedicated professional, she actively participates in esteemed organizations such as the National Association of Professional Women, JAX Chamber of Commerce, American Chamber of Commerce in Japan, For Empowering Women Japan (FEW), National Contract Management Association (NCMA), and the African American Federal Executive Association (AAFEA). She holds roles in leadership, economic empowerment, and policy initiatives for the National Coalition of 100 Black Women, San Antonio, Texas Chapter. Veronica also serves as a Volunteer Leader for nonprofit organizations dedicated to mentoring women and their families.

With over 42 years of marriage to her husband, a Navy veteran who honorably served for 24 years, she brings two decades of experience as a Department of Defense Contract Specialist and is a recipient of the Department of Defense Commendation Medal. Veronica demonstrates an in-depth knowledge of family dynamics and the societal laws that influence them. She is committed and ready to serve you.

Drawing upon her comprehension, expertise, and extensive experience in advocating for the equitable application of the law across diverse situations. She upholds the principles of ethics, honesty, fairness, transparency, and the protection of human rights, demonstrating both the qualifications and dedication required to serve as the Justice of the Peace for Precinct 4, Place 1 in Bexar County.
